Job Description

PLUS Ops has a requirement to provide on-location Contract Manager Services (CMS) for contract oversight of Programmed and Unscheduled Depot maintenance on NATO customer fixed/rotary wing aircraft. The initial Mission Design Series (MDS) aircraft to be supported is the C-130/L-100, however requirements for other MDS are foreseen. Therefore, all references to C-130 or L-100 in this document may be replaced on a case by case with other MDS as required.

Typically there are several contractor facilities with one or more aircraft undergoing maintenance on contracted services.

Specific Responsibilities:

Coordinate contractor aircraft repairs, engineering changes and aircraft modifications, Program Management and Engineering and potentially aircraft owning unit personnel, if located on site.

Evaluate and recommend approval/disapproval of over and above discrepancies. This includes physical inspection of the aircraft suggested repairs and determination of fair and reasonableness of the quoted hours.

If required, Interface with aircraft end user personnel either on-site or other locations may be required.

Undertake technical investigations and documentation research required for the preparation and finalization of the Statement of Work (SOW) for aircraft, aircraft systems and support equipment projects.

Attend meetings and perform travel visits as necessary.

Prepare correspondence, reports and presentations as required, using modern office automation equipment and software.

Assist in the preparation of Statements of Work (SOW) for aircraft over and above work, modifications and repairs.

Assist in technical evaluation of RFDs (Request for Disposition), quotations and proposals, and over-all performance of contractor including tracking of delivery schedules and turnaround times.

Assist in analyzing Requests for Proposal (RFP) and provide advise with regard to the technical aspect and level of effort.

Prepare the required technical documentation packages for Requests for Proposal (RFP) for any supply and maintenance request.

Prepare and handle contractor/customer correspondence, reports and statistics.

Support key program events and reviews as needed, such as: Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), Technical Coordination Meetings (TCM), Functional Configuration Audits (FCA), Physical Configuration Audits (PCA) and others, as required.

Execute other related tasks as required.

Qualifications:

University degree in mechanical engineering or aerospace with emphasis on aircraft maintenance, acquisition and logistics management. This requirement may be waived provided significant experience is demonstrated. In case of no University Degree, provide justification to demonstrate significant equivalent education or experience that indicates exceptional additional data other than what is already required. 12 years experience with military certifications may be considered.

At least 10 years’ experience with hands on C-130 legacy airframe, structural or propulsion systems.
Minimum of 5 years defense contract management, program management, logistics and/or acquisitions.
Proficiency in writing technical documents and correspondence in the English language.

Have a profound, demonstrated knowledge of aircraft depot level aircraft maintenance experience with C-130 aircraft PDM process.

At least 5 years direct experience working with or for USAF C-130 Program or active duty USAF C-130/T56 maintenance.
Qualified in the use and application of USAF C-130 Job Guides and Technical Manuals.

Expert in use and application of the following information systems as a minimum:

Microsoft Excel, functions including sort, filter, Sum,
Microsoft Word
Microsoft PowerPoint

Ability to take digital photos of aircraft deficiencies, resize and transmit electronically to NSPA/End users for evaluation.

Desired information technology requirements

Microsoft Excel, functions including pivot tables, VLOOKUP, Microsoft Access
Microsoft Project
